Biography and Professional Achievements

Thomas Campbell’s practice is concentrated in the areas of regulatory and administrative law, particularly energy, telecommunications, water and utility regulation. Thomas represents energy companies in regulatory and contractual matters, including siting and building power plants and transmission lines, resource planning, renewable energy development, EPC contracts, transmission contracts, financings, rate applications and the purchase and sale of energy facilities. For instance, he represented an energy company in a multi-faceted transaction in which the company purchased the assets of another energy company and received regulatory approval for rate increases and loans to finance the transaction. He has also represented solar and wind energy companies in regulatory contract matters. He represents water and sewer companies in their transactional and regulatory matters, including expansion of service areas, rate cases, financing applications and negotiation of line extension and service agreements. He also represents purchasers and sellers of utility infrastructure. He represents telecommunications and technology clients including long distance carriers, competitive local exchange carriers, wireless carriers, resellers and internet service providers. Thomas handles telecommunications and technology contract negotiations including interconnection contracts, specialty contracts involving collocation, 911 service, right of way, database and database access service issues; customer contracts involving sale of equipment and provision of service; and assignment of intellectual property rights associated with telecommunications and technology systems. He also has represented large industrial and commercial users of gas, electric, water, telecommunications and technology services in regulatory proceedings and contract negotiations. For example, he represented the purchaser of the video, internet and telecommunications technology serving a large master planned community and a residential community and golf course developer in arranging for water infrastructure for a planned development. Thomas regularly represents parties in siting, rate, CC&N, merger, acquisition and financing applications, tariff filings, interconnection arbitrations, complaint and other proceedings before the Arizona Corporation Commission. He has also handled utility industry matters before the Arizona Department of Environmental Quality, the Arizona Attorney General’s office, the Department of Water Resources and the Arizona State Land Department.
